# Quality and acceptance

> Determine what evidence establishes that work is complete or accepted: hold points signed, inspections passed, nonconformances dispositioned. Say honestly when it cannot be established.

## What happens

Inspection rejects finished work. Closure, access and block movement stop until a disposition restores acceptance.

### The chain

1. **The hold point rejects** (record): INS-124 records a rejection on work that is physically finished. Complete and accepted are now provably different states.
2. **The evidence chain is incomplete** (record): The as-built record cannot close, because acceptance is what admits a measurement to it and acceptance has not happened.
3. **Downstream closure stops** (work): Successor packages that depend on this acceptance cannot be released, however finished the work in front of them looks.
4. **The block cannot move** (physical): Closure, coating and block movement wait on a disposition rather than on labour. The constraint is a record, and it is holding steel in place.
5. **Quality authority dispositions** (decision): Accept as-is, repair, or reject. The as-built record follows the decision; no amount of established state produces it.

**What it costs:** Work can be closed, concealed, or built upon without an accepted inspection chain, leaving late rework or an unprovable as-built record.

Work can be reported done without the evidence that makes it acceptable. A hold point is unsigned, an inspection record is missing, or a nonconformance is open. The gap surfaces at survey, or after the compartment is closed out.

## How VeldBuild would answer it

**Question:** What evidence establishes that this work is complete and accepted?

- **Scope:** One work object, its governing inspection criteria and revision, hold points, inspection records, nonconformances, dispositions, and acceptance authority.
- **What it reads:** Inspection and hold-point plan; Signed inspection and test records; Nonconformances and their disposition; Acceptance criteria tied to the governing revision. Evidence it needs: Signed inspection and test records; Nonconformance and disposition records; Hold-point plan; Acceptance criteria and revision linkage.
- **What it computes:** Trace work to inspection, hold point, nonconformance, disposition, and acceptance; Check signatures, revision applicability, and closure evidence; Keep complete, accepted, and cannot establish distinct. Output: The evidence that establishes acceptance, the hold points still open, and cannot establish where the records do not support the call.
- **Left unknown:** Missing or unsigned inspection evidence; Unestablished criteria applicability; Open or untraceable nonconformance disposition
- **Decided by:** VeldBuild reports the evidence state, including cannot-establish; it does not certify quality, safety or regulatory compliance; A named quality owner confirms acceptance and dispositions any nonconformance (QMS inspection and nonconformance records; Quality acceptance authority; Engineering disposition; Governing released criteria)
- **Status:** Synthetic. Implementation: building. Evidence: hold points and their evidence demonstrated on synthetic VS-001 records only (INS-124). Live QMS and inspection connectors are planned.
- **What would prove it on real records:** Compare reconstructed evidence packages with authorized quality acceptances and audit every disagreement, missing record, and revision mismatch.

**Next:** [See what a claim has to survive](https://www.veldarium.com/veldbuild). VeldBuild separates a recorded fact, a derived verdict, a proposal and a person’s authorization, and shows them at four visibly different distances from the source. Acceptance is the fourth kind, and only a person produces it.
